At which point was there a delay?
I am writing this using an iPad app where touching rCySendrCO marks it to be sent next time it connects which may be hours later.

The OP is claiming it never showed up at all, initially. Which means presumably that either his own NewsServer or the ULM moderation software temporarily held it up.

If you want to send a message straightaway, tap Connect in the rCydockrCO then
tap Connect, NewsTap will then do a send an receive routine - always
assuming yourCOve save the outgoing message as rCysendrCO rather than rCysaverCO.

I use TBird, which normally sends posts immediately. And, Eternal
September serves the NGs.
The post in question is shown by TBird as sent around 1330. The first
sign of it on the recent activity page was 1830.
