I use E-S via Zen. I normally use a VPN but to test it I've just now
connected barefoot to E-S port 119 with no problem at all.

Have you tried a different client? Your ISP might be blocking it. A
different client would show whether or not the issue exists elsewhere.

Yes, here in the UK. ISP is Community Fibre.

A quick google suggests most domestic users of Community Fibre connect
    via CGNAT.

This means that the public IP address of your traffic is shared with
many tens (hundreds, thousands?) of other CF users, any one of whom
could have abused the connection and caused the IP address to get
    blacklisted. Some comments here:

    <https://www.reddit.com/r/CommunityFibre/comments/1fdovsq/everyone_below_1gbps_will_be_on_cgnat_from_now_on/>

A VPN avoids this problem, until the users of that VPN service get it blacklisted.

E-S may choose to reject traffic from blacklisted IPs. Certainly
reputable mail servers will do so - have you noticed an inability to communicate with some recipients?

Can you take your device to another location (a neighbour?) where you
can connect to a broadband service that does not use CGNAT? I don't
suggest making a hotspot with your phone because that also will normally
use CGNAT (although a different public IP, so may be worth a try).

Does CF offer IPv6? You might get a static IP that all yours?

Hogwasher was last updated in 2019 so it might be worth contacting its
support department. They were always very responsive in the past when I
thought IrCOd found a bug. Just to reiterate, none of the several news client
I use exhibits problems with or without VPN access.

It is a quote frm "The Byte of the Serpent" which as been around since the >> 1970s. You may hve come across it in the distant past.

    It has many variants.

Perhaps your memory is failing, John - - but I sincerely thank you for

My subsequent research leads me to believe that your quote is from THIS book:-

I used to have a hard copy of that excellent work, but it went in the Great \Downsize when we moved here. A lot of bad decisions were made then. However,
I do have a PDF copy which I can search and no, the quote is not there.

I do have the full text of the Byte of the Serpent, t which I can email to you if you want it. Always assuming uour email address is validrCa
