    in southern California may go over ... Phoenix and
    Las Vegas.

    of mainland North America as Manhattan Island is to the
    coast of mainland North America. (By some definitions
    Manhattan may not be an island.)

    or anywhere else on the west coast. Launching over populated areas is a
    big no-no.

    Vandenberg is only used for launching to low earth orbit. Most LEO
    satellites want to be in an approximately polar orbit, for maximum
    coverage of the earth. Launches from Vandenberg are always to the south
    or southeast.

    If the trajectory has to be eastward, the launch will be done from
    Florida where there is thousands of miles of open ocean in case of major fubarage.
