    I don't understand why he parked (the car) so far from the Curb.

    Did the man in the 1st (parked) car report the
    problem?


    Also... If he works for the Electricity Company...I'd expect him
    to be wearing a uniform.

    Looks like a telecoms street cabinet - possibly mobile phone basestation cabinet. The power supply and batteries are typically down near the
    bottom. The casual approach suggests he is resetting a tripped mains
    power
    breaker, or similar - nothing too technical. Could be an overcharged
    battery finally lets go.

    Possibly, from the number plate, (t#nN) Shanwei, Guangdong province.

    That would spoil your day.
