They're not going to have much time to play them before Jan 28.
They're not being abolished, no. They'll be played simultaneously to the national league, from January 11th to March 8th (11 matchdays at most).
In this period, the state leagues will play mostly on the weekends, and
the national league mostly on weekdays.
That'll be a concern only to Serie A clubs, though. Serie B only kicks
off on March 21st, Series C and D on April 5th.
There were other changes on the football calendar, with the central idea
being to reduce the game load over the top teams (who play way too much
games) and give more games to teams in the bottom of the pyramid (who
suffer the opposite problem, too few games, often only active for a
couple of months or so). For example, though Copa do Brasil will be
expanded from 92 to 126 teams, Serie A teams will only enter on the 5th
round (Round of 32).
It still looks cramped, since there's activity from January to December,
but that is due to the World Cup in June/July. The same will happen in
2027, seeing as Brasil will host the Women's World Cup. From 2028
onwards, things should look (and hopefully feel) more evenly spaced.
