    This entire problem can easily be averted merely by amending the statute or regulation to extend the deadline, especially since it was the government itself that caused all these gas stations to miss it.

    "they banned a certain kind of rodenticide", but doesn't
    say what it is.

    So he's not saying that rat poison is banned.

    Rat poison is known to kill kitty cats, owls, and other
    predators of rats, which I assume is the reason for the
    ban for a particular type of rat poison.
