    There are two angles to mobile coverage on the CRL: Operational safety (accurate train tracking and communication) and revenue-earning
    capacity for the telcos and their customers.

    It is reasonable to expect that the revenue-earning capacity may have
    been used as leverage to get all this done at no or low cost to the
    CRL construction project.
