The Trump White House, and the Ronald Reagan Foundation, are claiming
that that TV ad sponsored by Ontario, that has caused such a kerfuffle
with its excerpts from a 1987 speech by President Reagan, are rCLFAKErCY
and rCLmisrepresentsrCY what he said.

breakdown of the whole speech (which was only 5 minutes long anyway),
showing where the excerpts came from and how they fitted into context.
Conclusion: hard to see (by me, at least) how the ad rCLmisrepresentedrCY anything Reagan said at all. For example, here is one section where
the first and last sentences were quoted, with the intervening parts
left out; is there anything in those parts that somehow alters the
meanings of the parts that were included? I would say quite the
opposite -- they reinforce the point:
"High tariffs inevitably lead to retaliation by foreign countries
and the triggering of fierce trade wars. The result is more and
more tariffs, higher and higher trade barriers, and less and less
competition.
"So, soon, because of the prices made artificially high by tariffs
that subsidize inefficiency and poor management, people stop
buying. Then the worst happens: Markets shrink and collapse;
businesses and industries shut down; and millions of people lose
their jobs."
One of the keynotes of ReaganrCOs entire Presidency was his aversion to protectionist policies -- which practically became synonymous with his
name, in the form of rCLReaganomicsrCY. The context of the speech is that
the USA has just imposed tariffs on Japanese goods, but as Reagan
himself made clear, he saw this only as an exceptional short-term
measure, that would inevitably be detrimental if kept in place for any
length of time.
And that point was pretty clear in the parts quoted in the ad.
