Just what is thermal fuel and firming capacity?

" Frontier also proposed the creation of a new Crown Entity to take responsibility for thermal fuel and firming capacity."

"Officials have also been tasked with consulting the industry for proposals
    to boost generation."

Increase generation would be a better term I would have thought.

    See this:

In short: coal or gas-fired generation, and fossil-fuel generation. I
would expect this is closely linked to exploration options to find new
gas sources but it may also reference new facilities to import this
    fuel.

Increase generation would be a better term I would have thought.

No mention of geothermal generation that I found skimming the article
    - particularly deep-drilled geothermal sources.
