I just tried to send an email to someone with an "@xtra.co.nz" email
address and it got rejected as supposed spam. I've sent emails to the
same address before, including just yesterday.
Doing a bit of online research, the problem has happened before with
their email provider, but of course they simply keep passing the buck
to each other without actually fixing the problem.
Xtra / Yahoo email is a complete pain in the backside. :o(

Not surprising. Xtra as a brand is long gone - a relic of the Telecom
NZ days that Spark inherited. I have always believed that Xtra email
users should migrate to a bona-fide email service provider such as
gmail but for many that is 'too hard'.
