go-pugleaf v0.4.7-1 testing

Latest patches on testing-001 branch include:

+ posting via web
+ new provider option: enable posting
+ run ./post-queue cmd line tool to send posts out

+ new provider option: enable socks/tor

+ the flag -nntphostname sets value to main db
next time can start without the flag
nntphostname can be changed by setting it again
or via web -> admin -> statistics tab and reboot apps

+ new flag: ./recover-db -rebuild-threads -group "test.*"

+ new flags: ./pugleaf-fetcher -h (read the -max* flags)
