Vulkan, the successor to OpenGL, has been around since 2016,
but I have yet to encounter any GNU/Linux software that uses
it.

I believe that Vulkan is used in games, but since I am no
longer a stupid, idiotic baby child I don't indulge in games.
What GNU/Linux productivity software,if any, uses Vulkan?
Blender rCo as mentioned earlier, uses Vulkan for rendering the user interface.
Krita rCo a digital painting and illustration program, experimentally supports Vulkan to accelerate rendering.
Darktable rCo a RAW photo processing tool, experimentally testing
Vulkan support for GPU acceleration.

Therefore, what government entity would NOT allow
gambling? It is a free and uncontested revenue stream.
As for games ...
