The concept of a user interface where all user-manipulable objects exist
in a single space (2D or 3D) where the user navigates by zooming in and
out has been around as a research curiosity for many years, even decades now.
Eagle Mode <https://eaglemode.sourceforge.net/index.html> is one implementation of such an idea. It goes back many years, but development still seems to be happening, if not at a great pace. It can apparently run on both Windows and Linux.
There are static screenshots and also videos of the interface in action.
