I need to find the color menu which allows me to adjust the hue of a

I forgot how I did this some years back. All I can find now when
clicking on the Desktop is the Personalize choice which only allows me a choice of about 12 different solid colors.

What you need is the old "Advanced Appearance Settings" window. Here's how to get to it. First, right-click on your desktop and choose "Personalize." Then, at the bottom of that window, click on "Window Color." That will bring up a new small window. Now, don't just pick from the colors there. Look at the very bottom of that window for a link that says "Advanced appearance settings..." and click it.

That will finally open the classic dialog box you remember. From there, you can select "Desktop" from the "Item" dropdown list, and then you'll get the color picker next to it. Click on the color box, and you'll get the full hue/saturation/brightness sliders you need to mix that perfect lighter shade of brown.

(Yes, I think the point when it became "Advanced" - before that,
"ordinary" users were considered capable of using it! - was the change
    from Windows 95 to 98.>

And - I know this is a W7 'group, but to avoid expectation should
readers have to move to W10 as I did - sadly, it is gone altogether in
W10. (I even asked ChatGPT and it confirmed it: W10 has a different way
    of doing things.)
