Vista took quite a while to write (5 years).

Vista wasn't tested properly when it was rushed out.
It needed SP1 and SP2 to make it whole. And Windows 7
    profited from the effort.

Microsoft has a tendency to make alternate OS versions good and
mediocre and this goes back to early MS-DOS days. For example Win 7
and 10 were OK, 4, 8 and 11 not so much. (Win 3 wasn't bad by the end
but Win 3.0 was inadequate at best and a disaster at worst)

Rule of thumb: wait for version three, and only update to the odd numbered version after that.
