I'd say check your router setup again. Maybe remove the port forward, save/reboot, then add it again, and save/reboot (the router, that is).
This is assuming your system running the service has networking
configured properly (like a gateway) and isn't blocking anything via software firewall.
It's when I try to connect to the server using the public IP address and
the custom port, despite that I have the custom port forwarded in the gateway to the correct private IP server.
