"active" NI numbers than people on the census of working age.

That could be. I have an active NI number,but am no longer of "jbexvat
ntr", as I am a pensioner.
Also, the younger end of jbexvat ntr is somewhat elastic, and it is
legal and possible to get one while still at skule.

He is using the immigration situation as an excuse. The real aim is to
make it harder for people to claim benefits.
If you need unforgeable proof of ID, it will need to carry, as a
minimum, a secure way to access full, current biometric details of the
person wanting to use it. Holding these only on a local device is easily forgeable and easy to fake. Then there is the problem of keeping the
remote database securely read only and up to date.
The profile would also mean that anywhere you need to use it, you would
need a scanner capable of checking that profile. This can not be trusted
to a camera or other scanner on the device holding the data, for obvious reasons. Getting the data there and back securely was solved long ago,
and my phone does that even just for phone calls. All that actually
needs to travel across the network is the hash value of the data, anyway.
What it can not do is prevent the current -u100 billion tax avoidance/ evasion problem or situations where employers just check that the
employee has an appropriate number of limbs and is still warm. Produce a reasonable visual facsimile, and the delivery guy at the door could be anyone, as is the case now.
