Yes, although indistinct one of the men at least who were trying to
intercept the cyclist appears to have 60 CRS on the back of his uniform.

A quick DuckDuckGo of Stage 17 of the TdF finds that about 100m from the
stage finish, a spectator cyclist puts himself and his cycle over the
barrier, and attempts to rCywinrCO the stage, being intercepted by the riot police during the process.

What kind of nutjob is so interested in cycling to do something as stupid
as that?

Apparently, 60 CRS is a group of Companies of the General Service riot
police.
