    Very true. Maybe literally so in prisons, but (mostly) metaphorically so outside too; I think it's a very sad aspect of society. It means
    wrong-doing is highly under-reported, and those who have little
    practical power feel very afraid. Even in the few caases where they're
    praised for what they do - referred to as "whistle-blowers" by the media
    - they're still widely shunned, and life is made difficult (no-one will
    employ them, for example.
