    Er, I don't follow. These notes are explicitly in icloud rather than an
    email account.

    Technically they're in your icloud.com email account which, of course,
    is in iCloud.

    Go into Notes -> Accounts and you'll see a list of your current email
    providers. Under the name of the account there is small text providing
    more info.

    For iCloud there's a ton of things e.g. Mail, Contacts, Calendars. For
    other email providers it will just say Mail, Notes or Mail and Notes
    depending.

    Here, it's showing iCloud associated with Notes. And a gmail account as my iCloud email.

    IOW, it looks to me as though iCloud is something separate to email accounts.

    Rather belatedly: Notes started as a thing that stored its data in IMAP,
    but for many yeasrs now it's stored directly as a database in iCloud and
    synced with your local machine(s).

    Since this is Apple and they give zero tools for troubleshooting, about
    the only thing you can try is
    * Move any local notes to iCloud
    * check on icloud.com to be sure they're all up there
    * disable iCloud sync for Notes on the troublesome client
    * clear your local Notes entirely
    * re-enable iCloud sync.

    Same routine as most other iCloud hosted synced things.
