They use DNA matches to identify people related to the suspects and then create geneologies connecting the related individuals using public
records and facebook family history claims. They can identify who might
have the suspects DNA profile. The suspects do not have to be in the
DNA database, just their relatives.
It is sort of like paleontology where you only have examples of closely related species and not the actual ancestral individuals. With DNA you
can test the suspects DNA and confirm that they have the same DNA profile.
