FYI a toddler is a mobile-on-foot but unco-ordinated
high-speed baby. They have limited trainability
/compliance due to the immature stage of neural
development, lack of word comprehension etc.

You took the words out of my mouth, toddlers are fast. Mine are 14
months, and an inch away from walking unassisted. They can run if they
have something to hold onto. My brother had a leash when he was young,
and I won't hesitate to get two back-pack type leashes for mine in the coming months.

Thr baby reins we used, had a harness, which could clip onto the seat in
a shopping cart - very useful!

So did ours. You could also clip the harness into the
high chair so they couldn't escape.
