    An interesting video about how Western culture differs from the culture
    of (East) Africa. The African concept of time is very different than
    ours, causing very different attitudes with respect to things like
    maintenance of infrastructure:

    As the presenter points out, the Western powers that had colonized
    Africa left a great deal of good infrastructure behind when they left
    but the new African countries failed to maintain it, apparently due to
    their concept of time.

    I don't know about your explanation for the non-maintenance but
    assuredly much more could have been done in the way of maintenance
    that wasn't.
