    Why would anyone deliberately put rat hair in food? It sounds more like
    they can't get a handle on the problem, so they're giving up and listing

    No, when it comes to the rat hairs, they're not listed on the packaging as an ingredient. It's just a small allowance the FDA makes for the occasional unavoidable mistake. It's a threshold that's allowed below which a processing plant won't get fined for contamination.
