I once saw a guy standing on a sidewalk with his dog on the
other sidewalk, leash at just the right height to catch a
passing bumper.
At least the leash in the cartoon is fastened to a harness
instead of the dog's collar, so that he isn't 100% certain
to get a broken neck when the runners trip over him.
