The usual trick for getting a permlink doesn't work on the
new, improved GoComics.
They also mislaid my account, so I can't answer the question
in one of the comments. (Yes, I could sign up for an
entirely new account, but I don't want to give data to
entities that are careless with it.)
GoComics also doesn't allow one to copy the credit line on a
comment. It was posted by "Bilan".

When does it stop being an e-bike and becomes a motorcycle?
An e-bike, by definition, has a motor.
A two-wheeled vehicle with a motor is a motorcycle.
An oak sapling is an oak. An elephant calf is an elephant.
A domestic cat is a cat.
And a lightweight motorcycle is a motorcyle.
Some jurisdictions give lightweight motorcyles the
priveleges of push-bikes, but it's still very, very wise to
take motocycle-riding lessons before you mount one.
