Niven had fusion reactors which could become thermonuclear weapons
by just removing some control mechanism.
From an engineering perspective, that makes very little sense indeed - confinement for a sustained nuclear reaction initiating a nuclear
explosion via neutrons emitted from a primary fission explosion are
very different things indeed.
