to provide such regulation. Further they people themselves can provide such regulation if they chose to do so. So regardless of the regulation to the militia, the people's right to keep and bear arms remains.

Actually, the law provides a mechanism to call out the militia. As for the lack of any structure, that's not needed until or unless they are called
out, and failure to provide for any of this doesn't not interfere with the people's right to arms. For the citizens can, do and will regulate
themselves as needed in times of need.

You might as well say the the right to vote depending on the government to provide polling places, and if they fail to do so then people aren't allowed to vote on their government.

I slightly knew the guy. The raft hit some rocks, and he was flung out of the raft. Then the raft wedged up against some rocks, and the guy wound up under the
raft. The pressure of the current kept him pinned under the raft, and he drowned. Later, an arrogant too-young manager at Apple rCo they *all* were too fucking young for the position rCo insisted that he would have found a way to get
out from under the raft. He absolutely had that Master of the Universe mentality
rCo he was some kind of Superior Being who always could extricate himself from trouble. And of course, that's bullshit. If the bad guy gets the drop on some self-styled "good guy with a gun," the bad guy is going to prevail more often than not. Just read "The Onion Field" for confirmation.
