In the past, when the South African post office still worked (before semi-privatisation) when one had to collect a package on which customs
duty had to be paid, there was also an "administration fee" -- which
sometimes had to be paid even if there was no customs duty. This was
to cover the extra expens the ppost office had to go to to pay the
staff etc for that particular work.
If, however, they are being asked to provide staff to collect duty for
another country (in this case the USA) then that country would need to
pay an administration fee for the extra work in collecting it, or, as
you say, retain a percentage of the tariff.
