This is a vastly better way for Northland to address under investment
than with Water Entity A (effectively a co-governed Auckland Watercare
+, with Northland being the +). Other local bodies are taking a
similar approach with regional water companies.

For the Northland water company I have no doubt that the directors,
appointed by the 3 District Councils, will include representatives for
Maori that meet the competency requirements needed.

Totally the case. Auckland is a NZ biggest city and it does not understand
the needs and desires of the folks up north. It is hard for the City folks
    to understand the country folks.

Providing the details are worked out the CCO model should work. It is just a matter of ensuring the the Councils have control.

The issue is one of getting a high enough rating base to get the income to
be able to carry out the works.

It will be interesting to see how this works out.

I hope it works for your community, If so it might be a good model for others. At least it is democratic unlike 3+ waters.
