    As a follow-up, I just did a crunch on my release box:

    14.3-RELEASE-p2 #16 releng/14.3-n271439-5982521fe3dd

    No issues there, either (44 packages this AM). It's set up the same way.

    I get the same problem on a build system that uses a single 14.3-p2 jail on 14.3-p2 host. There are 7 different port/option sets.
    Some build configurations work as expected, some break exactly as
    described, with no variance.

    I tried poudriere-pkgclean which changed nothing as there were no pre-built packages.
    Blowing away the /usr/local/poudriere/data/packages/JAILNAME directory
    seems to have fixed it for me.
    So I would guess the problem is not related to the jail, but something to
    do with the collection of files in the package directory.
