The jail has been around for a while and so was not
only created but has had updates too.
as far as i'm aware, poudriere does not install newly-created packages
when you update an existing pkgbase jail. it should probably do this,
but in the mean time, you may want to occasionally run
pkg install -r pkgbase -g 'FreeBSD-*'
inside the jail, then recreate the @clean snapshot.
