On my Samsung S24FE, I cannot hear the shutter sound on the phone camera. I've found the setting for it, and turned it on, but still no sound. In settings, I found a few places that dealt with sound, but they look like
they are set in a way that shouldn't preclude shutter click.
Ideas?

Press the volume up button. The display will (shortly) display a
slider. Tap the three dots at the top of that slider. Now the display
will (shortly) show five sliders. Slide all five sliders to the top
(maximum volume). Now try the shutter click again. If the shutter click
now works, figure out which of the five sliders controls the volume of >(amongst others) the shutter click.
