consultant's use of dance in his prisoner rehabilitation regimen in
the Philippines is producing impressive results, a report said.
Byron Garcia at the Cebu detention and rehabilitation
center, told The New York Times weekly outbreaks of violence among
inmates have subsided, their health has improved and recidivism
rates have come down dramatically.
The prisoners produced their own version of the Michael
Jackson song, "Thriller," whose YouTube footage has been viewed more
than 10 million times on the video-sharing Web site, the Times said.
"The videos I uploaded were never meant for entertainment,"
Garcia said. "I wanted to inform other jails about what was
happening here."
Inmates have been spending up to four hours a day practicing
more than two dozen numbers and putting on shows inside the
facility.
Garcia was brought to Cebu in 2002 after a series of riots.
He helped move the nearly 2,000 inmates from an ancient stockade to
a new and larger facility and helped inmates open bank accounts.
Eight other prisons in the country have adopted Garcia's
methods, including the dance.
Cebu prison is not a country club but as one inmate told the
newspaper, "It's really nice here compared to the old prison,"
adding there are no more drugs and drinking.
