Christ and how they are to live.
Gal 5 speaks to the spiritual side of life
Romans 13 to the believers
in Jesus and how they are to respond to the rulers of this earth, and
the consequences if they do not.
In both cases it is dependent on the walk of the Believer, if they
are totally given over to God. Those that are dbl minded will have
issues in both cases.

the gospels authors wouldn't have mentioned it. And the writers of the
gospel of John (but not the Synoptics) dropped a few hints that Jesus
might have been gay.
He was a very religious fellow, though, and so almost certainly
wouldn't have done anything contrary to his understanding of the Bible.
