    Not in the UK!

    A rider of an illegally-modified e-bike was charged with killing a
    pedestrian, and walked free when the judge declared it not to be a motor vehicle (which is what the charge related to). He was travelling at 27mph
    in a 20mph limit. Of course, the cycling media here blamed the pedestrian.
