If they made a second group of 4 presidents on Rushmore which ones would
    be on it?

Creating a second group of presidents on Mount Rushmore would be a
fascinating task! Here are a few who might be considered due to their significant impacts on American history:

Franklin D. Roosevelt: Led the country through the Great Depression and
World War II, and implemented the New Deal.

John F. Kennedy: Known for his inspirational leadership, civil rights
advocacy, and the Cuban Missile Crisis.

Ronald Reagan: Played a key role in ending the Cold War and had a major influence on American conservative politics.

Barack Obama: The first African American president, known for healthcare
    reform and significant cultural impact.

Franklin D. Roosevelt (awesome) should be the 5th president on Rushmore.

In all my trips to the USA where I think I covered pretty well every
state except the New England ones,Hawaii and Alaska (oh yeah and the
West Coast one north of California with the live volcano in it :-)

I'm pretty sure I must have ventured in South Dakota at some point but I
never saw Rushmore which is a matter of great regret (just one of
several US tourist must-sees that I missed).

I'd go along with the "new" four additions to Rushmore being

    Franklin D. Roosevelt

    John F. Kennedy

    Ronald Reagan

Having trouble with #4 but I think I'd go with

Dwight D. Eisenhower (not so much for his Presidency but for his role as Supreme Commander of Allied Forces in WW2 and in vanquishing Hitler)

I have heard that when you put some names in front of people, and ask

    Millard Fillmore.

Given that Fillmore is #1, he should be obviously be in the new
    Rushmore.

The others can be Chester A. Arthur, Martin Van Buren, and Benjamin Harrison.

    ------------
I go along with Chester Arthur, because Chester Arthur Burnett was named
after him. Likewise, McKinley Morganfield was named after Pres.
McKinley, and besides, he (McKinley, not Muddy) was assassinated, so
    let's boost him up too.

The fact that he was never president makes my nominee a perfect fit:

    Alfred E. Neuman

30 Days hath Septober, April, June and no wonder. All the rest have
peanut butter except my grandmother. She has a little red tricycle!

And, given the absurdist state of the current office of the Presidency,
    it is totally appropriate.
