In our local cemetary there seems to be a tendency to put some stones
    at graveside.

No doubt there are lots of people who could be counted on to someday
bury Trump's grave in small pebbles to the extent his stone wouldn't
    be readable.

Question: are presidents who didn't serve in the military entitled to
    be buried at Arlington?

As Commander in Chief he could probably be buried there if he really
wanted to but I doubt he would -- Arlington is full of "losers and
suckers" who died in war in his view.

The Orange Boisterous Cult will have a memorial built for Generalissimo
Trump on the scale of the Lincoln Memorial.
