Agent of the Terran Empire (Dominic Flandry, volume 1) by Poul Anderson

Dominic Flandry: a man who can be depended upon to do the necessary thing,
even when it is the wrong thing, because he believes all other options
    are worse.

"Honorable Enemies" is very good and Aycharaych is a great character.
The German translation was titled "Viel Feind', viel Ehr'", which
as those who know bits of German will recognize retains the "honor"
and "enemy" parts, but means something else entirely: "Many foes,
much honor". (The often quoted motto of Landsknecht leader Georg
    von Frundsberg.)

I always thought that the background of the decaying Terran Empire
very transparently alluded to the fall of Rome, but I don't know
if there are more than general parallels.

    Those Baen covers are hideous.

The name eludes me, but the first emperor Flandry works with is based on >Septimus Severus, the second Caracalla.

I believe Flandry dianoses his empire as having gone into its Dominate phase, which is a clear Roman reference on his part.

Also the story of the founding of the Empire, which I reviewed a few months
ago has the first emperor consciously modeling his creation on Rome.
