World Amateur Radio Day - International Amateur Radio Union Formed 100 Years Ago

April 18th is honored as World Amateur Radio Day [

] , when we celebrate the founding of the International Amateur Radio Union (IARU). The organization was born out of a meeting in Paris on April 17,
1925. ARRL took a leadership role in its founding, with ARRL Founder Hiram Percy Maxim, then 1AW, serving as the first President of IARU.
As reported by Kenneth B. Warner, 1BHW, in the June 1925 edition of QST:
The International Amateur Radio Union, the dream of years, came into
existence on April 17, 1925, when the delegates of twenty-three nations met
at the Faculte des Sciences in Paris in the First International Amateur Congress. The Union has adopted a constitution, its officers have been
elected and four national sections have been formed and recognized. Its
objects lie along lines that will promote and co-ordinate two-way radio communication between the amateurs of the various countries of the world. Membership is by individuals, and anyone interested in the objects of the
Union can become a member. In each country from which there are 25 or more members, is there to be a National Section, like divisions in the A.R.R.L., each with its National President and these National Presidents with the Executive Committee, constitute the Board of Directors of the Union. Our A.R.R.L. president, Mr. Hiram Percy Maxim, u1AW, was elected International President.
The excitement of an international body to serve the interests of all radio amateurs was thrilling to hams at the time. Warner continued...
Twenty-three nations! This Sub-Committee elected Mr. Maxim its chairman, and Mr. Jean G. Mezger, f8GO, its secretary, and started work. By its second session it has agreed unanimously that there should be a Union, that it
should be an organization by individual memberships, that it should have for its chief purposes the coordination and fostering of international amateur two-way communications.
One hundred years later, amateur radio looks a lot different than it would
have to the delegates in Paris - but the international goodwill, thrill of two-way contacts with other countries, and history of technological
innovation continues. ARRL remains the International Secretariat of the IARU, and the work of IARU remains important to the future of this global avocation that shrinks the world.

The IARU Centennial QSO Party [

April 18, 2025.
This event celebrates 100 years of the International Amateur Radio Union promoting the interests of amateur radio worldwide, seeking to protect and enhance our spectrum privileges. Amateur radio operators worldwide are encouraged to be active on the air. Based only on QSOs uploaded to LoTW (QSLs/confirmations are not required), a website (to be published later in
the year) will track participants' accumulated contact points and provide participation certificates for download.
ARRL Ham Radio Open House events are happening around the world. They are an opportunity for clubs to welcome the public into their stations and show off what ham radio has to offer. Find an event near you at

ARRL Files Comments Responding to FCC Request for Input

] with the Federal Communications Commission in response to its request for public input on alleviating unnecessary regulatory burdens by deleting or modifying rules, In the Matter of Delete, Delete, Delete [

] . Implementing ARRL's suggestions would promote and protect the art,
science, and enjoyment of amateur radio, and enhance the development of the next generation of radio amateurs.
In response to ARRL's request, over 200 members submitted suggestions that
were reviewed when considering what rules should be deleted or modified. ARRL will continue to engage with members and advocate for the Amateur Radio Service.
In its filing, ARRL asked the FCC to delete or amend the following rules:
Delete the LF and VHF/UHF Symbol (Baud) Rate and Bandwidth Limitations.
ARRL supports the deletion of these restrictions as proposed by the
Commission in late 2023. Doing so would enhance amateur experimentation with digital technologies.
Update and Modernize Entry Level Technician Class License Privileges.
ARRL reiterated its earlier proposal for extending additional limited privileges for Technician class operators. Adopting its proposal would
provide new licensees an introductory window to HF data and phone communications that are at the core of the amateur radio experience and serve to incentivize the next generation of technical leaders just as Novice CW HF privileges did for earlier generations of operators.
Modernize 80/75 Meter Subband Divisions.
ARRL requested action on an earlier proposal that would make more efficient
and intense use of the 80/75 meter band. Changes in technology and modes
since band usage was last addressed have resulted in overcrowding in one band segment that would be alleviated by adoption of ARRL's proposal.
Delete and Replace Obsolete Digital Code Limitations.
ARRL also asked the FCC remove provisions that refer to digital codes that today are obsolete and permit radio amateurs to experiment freely with new digital codes, so long as such codes are publicly documented and decodable
over the air.
Implement Changes to Third Party Rules Adopted Internationally at WRC-03.
Although the United States fully supported changes to the ITU Radio
Regulations in 2003 that removed a treaty requirement for third-party
messages, there is no record of this change having been considered and the FCC's rules were never conformed to the new provision. Being the only nation known to continue to require a formal treaty for such purposes has resulted
in no new such treaties since the international rules changed more than two decades ago. Thus, ARRL asked the FCC to Implement rules that are consistent with those internationally agreed to align with the rest of the world.
Delete Amplifier Drive Limitation.
ARRL requested that the Commission act favorably on a pending proposal to remove limits HF amplifier gain that add to amateur equipment cost and impede use of new efficient amplifier technology.
Remove Non-current Personal Information in Amateur ULS records.
ARRL requested that the FCC complete a rule making in which it proposed that only current licensee information to be visible in the public (ULS) database. Right now, if an amateur changes their address to a Post Office Box to shield their home address, the previous address remains visible. ARRL advocates for protecting the privacy of radio amateurs.
Delete Obsolete Identification Requirement for Special Call Signs
Users of special event call signs are required to identify with the
FCC-issued responsible call sign at least once each hour. This can be confusing, especially on data and CW modes. ARRL proposed reliance on the web-based database that clearly identifies each special event call sign and authorized period of use.
Delete Obsolete Paper License Replacement Provision
The FCC no longer mails physical copies of amateur radio licenses, so ARRL suggested deleting the rule that provides for sending paper replacements as obsolete.
The FCC notice [
https://docs.fcc.gov/public/attachments/DA-25-219A1.pdf ] [PDF] generated a lot of interest among radio amateurs, with hundreds of amateurs submitting comments directly to the FCC as well as responding to ARRL's request for suggestions.
The FCC deadline for filing reply comments is April 28, 2025.
It is hoped that the Commission will incorporate worthy suggestions in a
future Notice of Proposed Rulemaking (NPRM) later this year. At that time
there will be a new opportunity for public comment on the specific rules that the Commission proposes to delete or modify.

ARRL Documents Next Generation DXing Program at International DX Convention
The 76th International DX Convention [

in Visalia, California, from April 11 - 13. A major focus of this year's conference was the future of DXpeditions. A full day of informative presentations was focused on the Next Generation DXing Program.
ARRL was there to engage with members and document the sessions on video. The first of many NextGen DX presentations is available now on the ARRLHQ YouTube channel [

Session 1 focuses on mission planning. The forum is moderated by noted DXer
Ned Stearns, AA7A, who also serves as ARRL Vice Director for the Southwestern Division. The panel includes George Wallner, AA7JV; Don Greenbaum, N1DG, and ARRL Radiosport and Regulatory Affairs Manager Bart Jahnke, W9JJ. Each of the four experts share their perspective on the current state of DXpeditions and what evolving technology and regulatory situations mean for the future.
Even if you never plan to go on a DXpedition, the information in these
sessions will give you deep insight into what goes on into making one of
these far-flung activations happen. The panelists hope that some may even be inspired to enter the world of operating from rare entities.

Former ARRL Vice Director and Contest Advisory Committee Chairman Wayne Overbeck, Ph.D., N6NB, passed away on April 12, 2025. He was 82 years old. Overbeck held an Amateur Extra-class license and was active in amateur radio for over 68 years. He served four terms as Vice Director for the ARRL Southwestern Division, from 1984 to 1993, and was chairman of the ARRL
Contest Advisory Committee during the 1970s, as well as an ARRL Life Member. Marty Woll, N6VI, also a past Vice Director, has known and operated with Overbeck for over 40 years. "As K6YNB, he began mountain-topping on both the west and east coasts in a camper truck outfitted with radios, antennas, and amplifiers (known as the "Cabover Kilowatt") and, by 1980, had a dozen
national first-place finishes in VHF+ contests, setting scoring records that were never broken under the pre-grid scoring system," said Woll. Overbeck received the ARRL Technical Excellence Award in 1977. He received the John Chambers Memorial Award f
rom the Central States VHF Society twice, first in 1978, and again in 2015.
He was honored as Radio Amateur of the Year at the Dayton Hamvention(R) in 1980. Overbeck was an accomplished journalist, communications law professor, lawyer, real estate broker, 20-year author of a widely-adopted textbook,
pilot, sailor, cabin-builder, computer programmer, and amateur radio

2024 Cass Award Winners
The 2024 Cass Award winners have been announced. These honor DXers who work
the greatest number of different stations during a DXpedition.
The Single-Operator Cass Award winner is Janusz Wegrzyn, SP9FIH, for working 15,396 unique stations during his 14-day, one-man A52P DXpedition to Bhutan.
The PX0FF team has won the 2024 Unlimited Cass Award. The team of Bernd "Ben" Och, DA1DX; Andreas Paulick, DL5CW; Markus Staude, DK2CX; Wolfgang Klier, OE2VEL; Renner Pedroza, PY7RP, and Ville Hiilesmaa, OH2MM, worked 34,336
unique stations during their 28-day operation from Fernando de Noronha a Brazilian archipelago in the South Atlantic.

Paul "Tad" Cook, K7RA, SK
Paul "Tad" Cook, K7RA, passed away on April 13, 2025.
For 36 years, Cook wrote the weekly W1AW Propagation Forecast Bulletin and
the K7RA Solar Update for the ARRL Letter. He retired in January 2025, citing
a recent ALS diagnosis and on March 8, Cook received the ARRL President's
Award [

Several weeks ago, Robin Amundson, WA7CPA, and Western Washington DX Club President Rob Fanfant, N7QT, sat down with Cook to talk about his life and amateur radio, and he shared several interesting stories. One of his fun ham experiences was road-tripping the western United States in a 5-speed stick-shift while making CW QSOs on his Drake TR-7 radio and logging on a
legal pad, with Hamsticks for antennas on top of the car.
About 15 years ago, Tad discovered a dance subculture on Capitol Hill in Seattle, getting hooked on traditional blues dancing. He danced at the
Capitol Hill Dance Underground and Waves, a Haitian restaurant. He danced
with every woman featured on a Public Broadcasting Service (PBS) "All Things Considered" segment on blues dance, including the host. Tad also played
guitar in Danny Eskanazi's, K7SS, Lamar Harrington Band. Their 1975 single,
Oom Cocka Mau Mau, is still available for sale. In addition, Tad worked as a roadie for one of the most iconic rock bands of that generation, Iron Butterfly.
Cook admitted he led a life of calculated risks fueled by a deep personal conviction and a desire to make the world a better place. Funeral
arrangements are pending and will be announced at a later date.

A strong geomagnetic storm watch was issued for April 16 due to the arrival
of multiple coronal mass ejections (CMEs) that left the Sun on April 13. Two narrow CMEs were observed in coronagraph imagery around April 14. A source could not be found on the Earth-side of the disk for either and modelling showed much of the plasma being ejected south, below Earth's orbit.
The geoeffective positioning of the high-speed stream (HSS) associated with
the negative polarity coronal hole (CH) in the Southern Hemisphere has maintained high electron flux at geostationary orbit for multiple days.
Solar wind parameters are likely to remain enhanced through early April 17
due to ongoing influences from the current CME. CME effects will wane late on April 17, but parameters will continue to be elevated through April 18.
The 10.7 -centimeter flux: April 18, 140; April 19 - 20, 145; April 21, 150; April 22 - 23, 155; April 24, 160. No radio blackouts have been detected
during the past 24 hours.
