This looks roughly like capitalization of lexical words for emphasis,
rather than on any grammatical basis.
There was an Old Man with a beard,
Who said, 'It is just as I feared!
Two Owls and a Hen,
Four Larks and a Wren,
Have all built their nests in my beard!'
------------ Why is B in [beard] lowercase???
There was an Old Person of Dover,
Who rushed through a field of blue Clover;
But some very large bees,
Stung his nose and his knees,
So he very soon went back to Dover.

1. Uses [Very] 2 times, in such a short poem.
2. He apparently initail-Capitalizes some Nouns, just for Emphasis.

Skip forward a generation or two, and you have the
flowers uncapitalized - alongside different, semi-random
capitalisation:
"The Doctor came round and examined his chest,
And ordered him Nourishment, Tonics, and Rest..."
