    I don't understand why he parked (the car) so far from the Curb.

    Did the man in the 1st (parked) car report the
    problem?


    Also... If he works for the Electricity Company...I'd expect him
    to be wearing a uniform.

    Looks like a telecoms street cabinet - possibly mobile phone basestation cabinet. The power supply and batteries are typically down near the
    bottom. The casual approach suggests he is resetting a tripped mains power breaker, or similar - nothing too technical. Could be an overcharged
    battery finally lets go.

    Possibly, from the number plate, (粤N) Shanwei, Guangdong province.

    That would spoil your day.

    No sadly not. I'm not even good at reading English.

    Considering the events and the chaps actions and demeanour, I'd speculate
    that he responding to a non-urgent alarm reported by the equipment to the network operation centre.

    Although it is a bit of a stretch to say so, I'd suspect a "low-voltage
    battery disconnect" alarm. The power supply monitors the battery charge voltage, current and temperature and if it finds an abnormal situation, it disconnects the battery from the power supply. It does this to protect the batteries from over-charge and damage. Under these circumstances the
    equipment keeps running, but would fail, rather than running, if the mains power was lost to the cabinet.

    He's on the phone to the NOC. He knows exactly what needs doing and he's
    done it a hundred times. Opens the cabinet door, closes the battery
    disconnect breaker and Kaboom!

    I feel for the guy, as almost everyone doing that job would do exactly the
    same thing.

    Or, more mundanely, the chap is on the phone to the utility company to get
    the mains power supply reconnected, after a fault has tripped that supply. Unfortunately the fault is at, or just beneath, the cabinet. If this is
    the case, the fault is line side, before any protection within the
    cabinet. If the fault was after the protection, there would have been a
    bang, but it wouldn't have blown his pants off.

    You can possibly tell I'm concerned about that event. We should try and
    avoid similar incidents.
