    I have no problem with registering and licensing ebikes that can go
    faster than 10 or 12 MPH,

    This misses the point. It leads to a whole series of problems when
    motorized bicycles are exempted from compulsory insurance, licensing and registration as if they were real bicycles. It gives the wrong
    incentives. It is practically a carte blanche for all kinds of
    manipulations. Last but not least, all of us who use real bicycles have
    to pay for the damages caused by using these motorized vehicles.

    There are reasons to treat motorized vehicles slower than walking speed
    (up to 6 km/h /~3.7 mph in Germany) like non-motorized ones, for the
    benefit of the handicapped. These reasons don't extend to motorized
    vehicles easily doing 20 km/h (~ 12 mph) or even 25 km/h (15.m mh), like
    in most of Europe. This quite recent change in the legal situation
    primarily benefits those who want to sell motor vehicles and harms all
    those who are now tempted to switch from bicycles to E-bikes.


    and that should include registering and
    licensing all the other e-vehicles I see on sidewalks, bike lanes and >multi-user-paths.

    When I said I had no problem registering and licensing ebikes, I
    presumed that included treating them the same as other motorcycles. I
    should have stated that.
