    Expensive labor can be replaced with capital (expenditure). That is
    exactly what Apple is planning.

    That is an announcement and not more. It is primarily announced to
    please the government. They would/will spend it anyway meaning it is not incremental.

    I looked it up as to what caused Apple to make that decision, where this is
    a summary of the analysis that came out (I've simplified the answer a bit).

    1. Political Climate of Tariff Concerns
    2. Expansion of U.S. Operations
    3. Strengthening U.S. Innovation and Job Creation
    4. Strategic Diversification
