How can I place desired Contacts in the Send To shortcut window?

It appears to be decided algorithmicly based on who you send messages to
    most frequently.

Is it really such a hardship to just type a few letters of their name?

the suggested list can also be partially controlled. If you click on a
name once and hold, you will get a popup asking if you want the phone to suggest less. Just a single tap places that person in the "to" option
of message, email you want to send, and keeps them in the list.

They're just your most recent senders aren't they? Can't edit.

They’re actually not the most recent senders. I did find you can long press on each one then select Show Less, but that’s about it.

    The flow is

    1. Choose the app you want to use, it will open

    2. Then enter the person you want to sent the message/mail/item to in
    the app.
