    Maybe when the SIM was replaced the iMessage function was disabled. Check under Settings / Messages / iMessage toggled on.

    As badgolferman kindly noted, it's a commonly asked question, where the
    first amelioration in most of the articles I saw was similar to his kind advice.

    Take note that you ported a number which may have added/removed a
    complexity.

    Add the number you want keep to your AppleID:
    Go to Settings > Name, Phone Numbers, Email > Contactable At
    Choose Edit
    Enter your correct number, using +44 instead of the first 0
    Tap Save
    Reset iMessage settings:
    Go to Settings > Messages
    Toggle iMessage to OFF and then back to ON
    Once iMessage has been activated, scroll to Send & Receive to check if the right mobile number is ticked
    Reset FaceTime settings:
    Go to Settings > FaceTime
    Toggle FaceTime to OFF and then back to ON
    Once FaceTime has been activated, scroll down and check if your mobile
    number is ticked under You can be reached by FaceTime at

    Go to Settings > Messages and make sure that iMessage is on. You might need
    to wait a moment for it to activate.
    Tap Send & Receive. If you see "Use your Apple ID for iMessage," tap it and sign in with the same Apple ID that you use on your Mac, iPad, and iPod

    In the "You can receive iMessages" section, make sure that your phone
    number and Apple ID are selected.
    Go to Settings > FaceTime and make sure that your phone number and Apple ID
    are selected in the "You can be reached by FaceTime at" section.

    Go to settings, message, send receive
    Tap on Apple ID and sign out.
    Turn iMessage off.
    Turn your phone off for at least 10 seconds
    Go to settings, message, iMessage turn back on
    Tap on send receive and sign in to Apple ID
    Make sure correct number showin in "start new conversations from"

    New info: apparently it only affects messages to me and my wife. For
    everyone else imessage works just fine for this family member.

    imessage works just fine for me with everyone apart from this person.

    What gives?

    Nobody knows what gives, but my suggestion in my other reply stands.
    (I've occasionally had work messages working with some people but not
    others. Log out and back in again; possibly restart the phone).

    Usual iMessage fix is to log out and back in. Sometimes on more than
    one device.
    May also need a device restart.
