It appears you may be traveling so you need help fast.
Unfortunately I know nothing about AirTags (not my shtick); but I ran a
quick search for you and present some ideas but hope others will help too.
All I know is that the "Left behind" notifications rely on Bluetooth
and location services, so that's where we'll concentrate on debugging.
These are "similar" but they're not for iOS 18 (couldn't find anything for
iOS 18 but these are for iOS 17 so it's maybe close enough for your issue).

If those don't solve the problem, here's general debugging stuff...
1. Verify Precise Location Settings:
Go to Settings > Privacy & Security > Location Services > Find My.
Ensure that Precise Location is toggled on.
This is crucial for accurate "left behind" detection.
2. Background App Refresh:
Go to Settings > General > Background App Refresh.
Make sure Background App Refresh is enabled, and Find My is toggled on.
This allows the app to update location information in the background.
3. Reset Location & Privacy Settings:
Go to Settings > General > Transfer or Reset iPhone > Reset > Reset Location & Privacy.
This will reset all location and privacy settings to their defaults.
You'll need to re-grant permissions to apps, but it can resolve underlying issues. á
4. Sign Out and Back Into iCloud:
Go to Settings > Your Name > Sign Out.
Sign back in with your Apple ID.
This can refresh your iCloud account and resolve potential syncing problems.
5. Check for Carrier Settings Update:
Go to settings > general > about.
If a carrier settings update is available, you will be prompted to install it.
6. Test with another Apple device:
If possible, test the airtags with another apple device.
This will help isolate if the problem is with the iphone, or the airtags.

to help Ant, who is apparently traveling, so please help if you can.
