Is there an easy way to get iOS to speak the text of this web page?

Yep. View the page in Safari, tap the little Apple AI / Extensions
widget in the status bar, then tap Listen to Page:

Hmm, my iPhone 12 mini's iOS v18.3.1's Safari doesn't have an listen to
page option. Is AI really required for this? :( I can make it speak from
text if I highlight the web page's texts from its pop-up menu though.
