| (as I recall) in Mali. While he was there, a small civil war broke
| out (possibly the 2012 Tuareg Rebellion.). He told me he was tasked
| by the embassy with drawing up a list of Americans living in the
| remote parts of Mali in case those Americans should need rescuing
| from the rebellion. I asked him incredulously, "There are Americans
| living in eastern Mali?" To which he replied, "Well, there are not
| what you and I would think of as Americans, but they are on paper."
| I knew what he meant. I had once busted an American citizen
| transporting illegal aliens to a job site. This "American" spoke no
| English and grew up in Mexico.
