| The US Court of Appeals for the District of Columbia dismissed the
| challenge last year, finding it already interpreted relevant
| provisions of the Immigration and Nationality Act to decide a
| similar case in the agency's favor involving work authorization for
| foreign college graduates. The appeals court later denied a request
| to hear the case en banc.

| That rehearing request was backed by the Donald Trump-aligned
| America First Legal Foundation. The group's former president,
| Stephen Miller, is White House deputy chief of staff in the Trump
| administration.
